Obligeant les op\u00e9rateurs \u00e0 convoyer une partie des ressources extraites par les ports voisins de Dar es Salam (Tanzanie) ou de Lobito (Angola). Le lancement des travaux du complexe portuaire en eau profonde de Banana dans le Kongo central, d\u00e9but 2022, r\u00e9pondra \u00e0 cette demande apr\u00e8s la signature de deux nouveaux accords entre l\u2019Etat congolais et le groupe \u00e9mirati DP World, qui s\u2019est vu attribuer la concession de ce port.<\/p>\n<p>Banana est la seule localit\u00e9 de RDC \u00e0 avoir une ouverture sur l\u2019Oc\u00e9an atlantique. Le pays qui, n\u2019ayant que 37 km de fa\u00e7ade sur l\u2019oc\u00e9an, est semi-enclav\u00e9, a opt\u00e9 pour la mise en valeur de cet atout \u00e0 travers ce projet portuaire afin de consolider sa chaine d\u2019approvisionnement.<\/p>\n<p>Ce complexe portuaire dont le d\u00e9veloppement s\u2019effectuera en 4 phases n\u00e9cessitera un investissement total de 1,2 milliard $. La premi\u00e8re phase du chantier, qui coutera 350 millions $, consiste notamment \u00e0 construire un quai de 600 m\u00b2 et 25 hectares d\u2019espace de stockage, pour une capacit\u00e9 annuelle de 322 000 conteneurs et de plus de 1,3 million de tonnes de marchandises. Ce premier volet, pr\u00e9vu pour \u00eatre achev\u00e9 en 2025, permettra l\u2019accostage des grands porte-conteneurs. Il s\u2019agira de la premi\u00e8re infrastructure \u00e9conomique majeure de la RDC sur l\u2019Atlantique, un projet qui remonte \u00e0 plus de 80 ans, mais qui n\u2019avait, jusque-l\u00e0, jamais vu le jour. Le port de Banana se composait d\u2019un unique quai d\u2019environ 75 m\u00e8tres de long, dans une baie, l\u00e9g\u00e8rement \u00e0 l\u2019\u00e9cart du cours principal du fleuve. Un espace rudimentaire ne permettant d\u2019accueillir que des bateaux de moins de cinq m\u00e8tres de tirant d\u2019eau. Le stockage quant \u00e0 lui se limitait \u00e0 un entrep\u00f4t de 2500 m\u00b2.<\/p>\n<p>Cette infrastructure attendue pour jouer un r\u00f4le cl\u00e9 dans l\u2019\u00e9conomie congolaise, aura entre autres fonctions de r\u00e9duire la d\u00e9pendance du pays vis-\u00e0-vis des Etats voisins pour son fret maritime. DP World se voit confier une concession de 30 ans pour amortir l\u2019investissement.&nbsp;<\/p>\n<p>En attendant la construction du port de Banana, le port de Matadi continue d\u2019\u00eatre le relais logistique principal de la cha\u00eene d\u2019approvisionnement de la RDC. Avec l\u2019aide de bailleurs, l\u2019\u00c9tat mise sur un renforcement de ses capacit\u00e9s pour relever le d\u00e9fi de l\u2019accroissement des volumes.<\/p>\n<p>La RDC a obtenu un don de 18 millions $ de l\u2019Agence japonaise de coop\u00e9ration internationale (JICA) pour r\u00e9aliser des travaux de r\u00e9habilitation au port de Matadi. Le financement, octroy\u00e9 au profit de la Soci\u00e9t\u00e9 Commerciale des Transports et des Ports (SCTP), servira \u00e0 r\u00e9habiliter l\u2019espace de stockage des conteneurs dans le parc \u00e0 conteneurs, et ses installations connexes ; am\u00e9liorer la s\u00e9curit\u00e9 des travaux de manutention de conteneurs en am\u00e9liorant le rev\u00eatement du parc \u00e0 conteneurs et en introduisant un syst\u00e8me d\u2019exploitation du terminal (TOS) au port de Matadi. Du c\u00f4t\u00e9 des ports lacustres cons\u00e9quents, on trouve les ports de Kalemie, de Kalundu et de Mushimbakye \u00e0 Baraka. Construits \u00e0 l\u2019\u00e9poque coloniale et non remis \u00e0 niveau depuis, la quasi-totalit\u00e9 de ces ports fonctionnent \u00e0 faible rendement et certains ne sont plus du tout fonctionnels, \u00e0 l\u2019instar du Port de Bumba ou de celui de Mushimbakye.<\/span><\/p>\n<p>Le faible rendement de ces ports s\u2019explique \u00e0 la fois par le mauvais \u00e9tat des voies navigables : 9 000 km ne sont pas balis\u00e9s et 7 238 km ne le sont que partiellement, rendant impraticables pr\u00e8s de 80% du r\u00e9seau fluvial, et par la v\u00e9tust\u00e9 et par l\u2019arr\u00eat de la quasi-totalit\u00e9 des bateaux qui les desservaient.<\/p>\n<p>Le principal projet fluvial porte sur le d\u00e9ploiement de bacs devant faciliter la travers\u00e9e entre la RDC et la R\u00e9publique centrafricaine, s\u00e9par\u00e9es par le fleuve Oubangui.<\/p>\n<p>Le gouvernement congolais va \u00e9galement relancer les services de transport fluvial urbain dans Kinshasa. L\u2019initiative fait partie d\u2019une s\u00e9rie de mesures envisag\u00e9es pour att\u00e9nuer les peines occasionn\u00e9es par la forte congestion des routes de la capitale congolaise.<\/p>\n<p>Le Pr\u00e9sident de la R\u00e9publique, F\u00e9lix Tshisekedi, d\u00e9sire repenser la strat\u00e9gie de la Ligne maritime congolaise en y dotant, notamment des navires performants et ad\u00e9quats pour lui permettre de jouer son r\u00f4le naturel d\u2019armement de l\u2019Etat partant du constat selon lequel cette entreprise publique totalise \u00e0 ce jour plus de deux d\u00e9cennies sans disposer de sa propre flotte.<br><span style=\"background-color: var(--base-3);\"><br>Un plan de relance devrait \u00eatre ax\u00e9, notamment sur les unit\u00e9s flottantes \u00e0 r\u00e9habiliter composant les parcs existants, mais aussi \u00e0 revaloriser l\u2019industrie locale, entre autres, le chantier naval de la SCTP et de Chanim\u00e9tal pour la construction de nouvelles unit\u00e9s selon les normes en la mati\u00e8re, de mani\u00e8re \u00e0 desservir \u00e0 la fois le fleuve et ses affluents.<\/span><\/p>\n<p>Parall\u00e8lement, depuis 2020, la RDC a d\u00e9cid\u00e9 de fermer les ports priv\u00e9s ill\u00e9gaux qui pullulent \u00e0 travers le pays. En marge de la r\u00e9gulation, ceux-ci engendrent des pertes \u00e9normes pour la Soci\u00e9t\u00e9 commerciale des Transports et Ports (SCTP), structure \u00e9tatique qui devrait en principe g\u00e9rer 90% du fret maritime congolais.<br><span style=\"background-color: var(--base-3);\"><br><b>La renaissance du pont Kinshasa-Brazzaville&nbsp;<\/b><\/span><\/p><p><span style=\"text-align: var(--text-align); background-color: var(--base-3);\">Le 22 juin 2022, le ministre en charge du Plan, Christian Mwando Nsimba Kabulo et son homologue de la R\u00e9publique du Congo en charge de l\u2019Am\u00e9nagement, de l\u2019\u00c9quipement du territoire et des Grands travaux, Jean-Jacques Bouya, ont sign\u00e9 un avis \u00e0 manifestation d\u2019int\u00e9r\u00eat d\u2019appel d\u2019offres international pour la s\u00e9lection d\u2019un partenaire pour le projet de financement, de construction et d\u2019exploitation&nbsp; du pont route-rail sur le fleuve Congo entre Kinshasa et Brazzaville, infrastructure majeure sur le second plus long fleuve d\u2019Afrique, projet devant relier les deux capitales les plus proches du monde. Le trafic devrait passer \u00e0 plus de trois millions de personnes et \u00e0 deux millions de tonnes de fret d\u2019ici \u00e0 2025.&nbsp;<br><\/span><span style=\"text-align: var(--text-align); background-color: var(--base-3);\"><br>Avec une population estim\u00e9e \u00e0 environ 15 millions d\u2019habitants, la ville de Kinshasa est confront\u00e9e \u00e0 d\u2019importants d\u00e9fis li\u00e9s \u00e0 son d\u00e9veloppement d\u00e9mographique, \u00e9conomique, social et des infrastructures notamment le logement, les transports et bien d\u2019autres.
