The SEZ program has the distinction of covering the entire national territory, including the eastern part of the country, which is plagued by recurring tensions. The objective is to attract foreign direct investment to improve productivity. The Maluku Special Economic Zone was selected to serve as a pilot zone covering an area of 244 hectares located in the heart of Kinshasa's industrial zone. For information purposes, this industrial zone covers 885 hectares and several provinces neighboring Kinshasa, namely Mai-Ndombe, Kwilu, Kwango, and Kongo Central.
The Congolese government has released the first tranche of $20 million for the development of this SEZ. The Special Economic Zones Agency (AZES) is responsible for administering, regulating, monitoring, and overseeing activities related to the development and management of special economic zones (SEZs).
In April 2022, a framework agreement for the supply of electricity in Special Economic Zones (SEZs) was concluded between a Canadian company, Servi Tech, and the Democratic Republic of Congo. Servi Tech will develop, build, finance, operate, manage, and maintain a solar farm with a net nominal capacity of 2,000 megawatts, in order to increase not only the rate of access to electricity, but also contribute to the development of SEZs through the six industrial areas.
Taking the example of the Maluku Special Economic Zone as an example, the President of the Republic hopes that feasibility studies will be undertaken for the creation of a second Special Economic Zone in the eastern part of the country. This zone will have the particularity of promoting the culture of peace through the emergence of an integrated network of small and medium-sized enterprises, small and medium-sized industries active in sectors as diverse as agri-food, energy, tourism and new technologies.

The call to the diaspora
To successfully mobilize, optimize, and channel diaspora savings toward strategic sectors, states must move beyond the issue of monetary flows to truly consider the role of their diaspora in creating the value needed for inclusive and sustainable growth. At a time when, in the Democratic Republic of Congo, migrant remittances represent $4 billion compared to $3 billion for development aid, transforming these flows, 55% of which are used to finance consumption, into investments that create wealth and jobs, is a major challenge.
This is the thrust of the "Rethinking Our Villages, Cities, and Territories (REVITE)" program launched by the Congolese government. The program encourages all Congolese, particularly those in the diaspora, to invest in their home province, city, or village.
This exhortation is a truly innovative public-citizen partnership.
