The National Agency for Investment Promotion (ANAPI) is a public technical institution with legal personality and management autonomy. In its 20 years of existence, ANAPI has admitted 1,868 projects to the benefits of the Investment Code for a total cost of $48 billion. Established by Law No. 004/2002 of February 21, 2002, on the Investment Code in the Democratic Republic of Congo, ANAPI's fundamental missions are: advocacy for improving the business climate; promoting the positive image of the DRC; promoting business opportunities; and facilitating and supporting investors. Under the supervision of the Minister of Planning, it acts as the country's One-Stop Shop. ANAPI's promotional activities affect all sectors of economic activity.

The Agency is highly rated by the World Bank, through its specialized department on the business climate.

The results achieved by ANAPI, from its inception to date, are encouraging. However, while the 2002 Code brought some benefits in terms of exemptions (exemption from tax and parafiscal benefits, the ability to transfer funds), 20 years after its implementation, the Investment Code has not fully delivered the expected results. Hence the government's clearly expressed desire to revisit it.
